The USPS OIG is seeking a highly qualified applicant to fill our Director, Information Technology Security position within Office of the Chief Information Officer located in Arlington, VA. The successful candidate will be responsible for leadership, direction, and strategy for agency-wide information technology security solutions within the USPS OIG Enterprise.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $128,082 - $160,300. The salary figures include locality pay.

### Duties
Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.
Responsibilities include planning and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals. Provides innovative and expert leadership to the following areas:
Serve as the Chief Information Security Officer (CISO) in the representation of the Office of Inspector General's organization to the United States Postal Service and other government agencies, as required.
Provides strategic guidance, direction and oversight for Department-wide Information Technology security spending, and assist with department-wide information technology security acquisitions.
Assist the Director, IT Operations for the Office of Inspector General in the development, implementation, and direction of a responsive security program and continued refinement of the OIG Security Program to meet federally mandated policies and procedures
Assist the Director, Application Integration with the development and deployment of secure applications in alignment with the OIG Security Program to meet federally mandated policies and procedures
Identify security risks and issues faced by this organization, and implement operational strategies that balance both perceived and real threats to the organization's mission.
Assist the management team by developing required documentation (e.g., strategy memos, Information Security Guides, policy documents, and security project plans) as needed.
Provide day-to-day support for all security disciplines aligned to best practices for information systems security organizations, and ensure compliance by the entire workforce comprised of staff employees, contractors, consultants, interns, etc.
Maintain close coordination and working relationships with Mission Support Directorate (MSD) Security that provide direct and indirect support of other security programs for the Office of Inspector General.
Investigate and provide initial reporting on all security incidents/violations affecting the OIG, to include both incidents onsite and at other OIG field locations.
Assist the Director, Enterprise Services for the Office of Inspector General in increasing the organization's overall security posture through the procurement of software solutions and the development and implementation of training and awareness programs, document reviews, and daily contact with OIG personnel.
Fully integrate security protection and awareness into all aspects of the OIG's operations and programs.

### Qualifications

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed ?not minimally qualified,? and you will not be referred for further consideration.
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
Bachelor's Degree from an accredited college or university
AND
At least 7 years of professional experience in Information Technology Security planning, organizing, and conducting research on complex security issues, and managing projects and programs
AND
At least (1) one year of specialized experience equivalent to the next lower grade level (GS-14). Specialized experience in development and management of information technology security programs and plans illustrating successful integration of products and services
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
