Description
Chemonics seeks a sourcing supervisor to support our Procurement and Supply Management (PSM) project. Procurement and Supply Management, is a 5-year, multi-billion dollar United States Agency for International Development (USAID) funded project. It will consolidate the procurement and assistance components of the two former Global Health Supply Chain (GHSC) programs and will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide assistance to improve countries? management of the supply chains for such commodities to support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health. The project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities.
The sourcing supervisor, manages selected requests for product sourcing and procurement services from USAID and non-USAID clients. The supervisor also manages the processing of requisition orders from clients in countries where GHSC-PSM has field offices, as well as non-field office countries.
Responsibilities:
+ Supervise team of Tender Specialists, including establishment of performance goals and career development plans.
+ Implement and refine policies, procedures, work instructions and guidance documents related to the Sourcing & Contracts function in GSC.
+ Maintain staffing capacity to conduct a wide range of health commodity sourcing events, ensuring technical expertise is available to efficiently execute RFX events for selected Task Orders.
+ Coordinate supplier selection and contracting activities for selected Task Orders, including all types of RFX events and contract types, leveraging GHSC-PSM MIS tools.
+ Continuously identify emergency, or critical sourcing events that require management intervention, collaborating with USAID, Country Programs and suppliers as required.
+ Ensure visibility of sourcing event status for all Task Orders to internal and external stakeholders, including USAID, GHSC-PSM Country Programs and GSC teams.
+ Collaborate with Sourcing & Contracts and Procurement teams to achieve target cycle time metrics goals for sourcing and contracting activities.
+ Support strategic sourcing strategy implementation, in collaboration with Supplier Relationship Management team, USAID, GHSC-PSM functional leaders and GSC teams.
+ Collaborate with GHSC-PSM Quality Assurance/Quality Control team and USAID regarding quality control requirements for sourcing events.
+ Collaborate with GHSC-PSM on continuous improvement of GSC systems and tools.
+ Support continuous improvement of GSC business processes.
+ Provide short term technical assistance and/or capacity building to field offices, as necessary.
+ Other duties as required.
Qualifications:
+ Minimum 7 years of procurement, supply chain, and/or technically relevant work experience.
+ Bachelor?s degree or equivalent work experience.
+ Solid understanding of USAID and other Federal Acquisition Rules and Regulations.
+ Experience living or working in developing countries preferred.
+ Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
+ Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
+ Strong knowledge of MS Office applications.
+ Ability to work both independently and as part of a team.
+ Demonstrated integrity, independent thinking, judgment, and respect for others.
+ Foreign language fluency desired.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
