Summary:
The Chief of Party will be responsible for the management and leadership of a unique project team of international and national staff to implement assistance programming in challenging environments. S/He will serve as the main point of contact between IRD and the client.
Essential Job Functions:
Responsible for the management and oversight of the program, including activities, representation; and staff.
Provide strategic direction and leadership to ensure program implementation meets the standards and objectives, while ensuring operational and program integrity.
Manage and lead staff, consultants, and contractors to ensure efficient and project implementation.
Ensure timeliness, cost, and quality of activities performed under the project.
Ensure activity and M&E&L systems are planned and implemented throughout the project lifecycle.
Represent the project to the client and key stakeholders.
Liaise with local authorities, community representatives, the client and other stakeholders to understand needs, atmospherics, and the political/social/economic contexts.
Manage operational requirements to ensure smooth project implementation, including HR and recruitment; IT; and financial controls.
Provide policy guidance, training, and mentoring to staff.
Other duties as assigned.
Required Skills & Experience:
Bachelor's degree in related field.
A minimum of five (5) years of COP experience supervising complex and diverse field operations in dynamic environments.
Proven experience in project management, procurement/grants' administration and management procedures in the Middle East region.
Demonstrated experience managing multiple programming types in remote and hard-to-access environs.
Demonstrated experience and knowledge in establishing operational systems and overseeing program start-up through close-out.
Financial management experience, including budgeting; financial tracking, reporting, and accounting; and procurement.
Ability to represent the organization before senior government officials (host, US and third-country), international organizations, and other national and international stakeholders.
Understanding of the political, social and economic complexities in the region.
Fluency in English required.
Proficiency in Arabic is desired.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
