Senior Business Performance Analyst-Cyber

phia is seeking a Sr. Business Performance Analyst (BPA) to support a large Federal cyber organization. The primary focus will be to apply business improvement principles to collect, parse through and identify various data requirements, perform metric validation, create matrices/reports and identify deficiencies in the current framework. The Sr. BPA will develop a multitude of deliverables to include senior level briefings capturing such findings and finished process/SOP documents.
? Review, evaluate and validate the draft business architecture framework as a decision utility tool. Collaborate with stakeholders and functional leaders to identify, capture, and collect data requirements. Collected data requirements and elements will be used to populate a database (e.g. Access, SQL).
? Engage with a variety of stakeholders to collect and define data requirements per the business architecture framework. Develop work instructions and Standard Operations of Procedures (SOPs) to capture our methodology of data collection to ensure repeatable execution, standardization and audit validation. Propose a data collection plan, identify data elements and input data, the framework using various quantitative and qualitative data collection methods (ie: action plans, assessments, data sampling, lessons-learned, and historical mapping).
? Provide support to/for activities related to Program Management Reviews (PMR) to include assisting with development of the PMR slide deck, coordinating/scheduling meetings, and presenting the completed PMR briefing to senior leadership.
? Utilize the Performance Measure Definition Forms to validate performance metrics.
? Propose refinements and updates to the metrics based on the program being measured and the limitations of available collection methods.
? Utilize several resources to validate, assess, and map metrics to mission objectives and strategic goals. Resources include: lessons learned, customer surveys, user feedback and complaints, program personnel, and documented process challenges.
? Support the customer's program managers and functional leaders to identify appropriate metrics and new collection sources and methods; translate complex concepts into easily understandable ideas.
? Assist with implementing quality improvement, and on-going document improvement, and communicating these efforts both internally and externally to maximize participation in the improvement process by all stakeholders. As part of the on-going process improvement, continually identify areas of gap and/or deficiency in current processes.
? Active SSBI, SCI eligible (must be a U.S. citizen)
? Bachelor of Science or IT related field of study
? Experience in business process analysis/improvement principles
? Experience in managing databases (e.g. MS Access, SQL)
? 9 or more years of relevant work experience in cyber security
? Strong communications and technical writing skills
? Strong team player with the ability to conduct daily duties autonomously
+ TQM, Lean, GB certification or other equivalent Six Sigma training/ expertise
+ Familiarity with SOC/NOC operations
+ Familiarity with Kill Chain for incident response
+ Familiarity with security technologies such as IDS, IPS, and HBSS
+ Basic understanding of network and system administration
+ CISSP certification or equivalent work experience
+ Interface with enterprise level architects and engineers to document technical requirements and processes
+ Expertise in translating highly complex technical information from developers, engineers, and architects into plain terms for non-technical staff (e.g. business personnel, senior executive leadership)
+ Light database development (e.g. MS Access, SQL)

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
