Program Operations Manager
PAE currently seeks a Program Operations Manager (Program Implementer) to support the Corrections System Support Program (CSSP). This position is located in Arlington, VA. This program supports the Department of State (DOS) Bureau of International and Law Enforcement Affairs (INL) efforts to reform the Afghan law enforcement sector as a means of increasing security, stability, and the rule of law in Afghanistan, while creating an environment conducive to democracy, good governance and economic development.
CSSP provides training, advisory, capacity building, and small-scale infrastructure support to the Afghan Ministry of Interior's General Directorate of Prisons and Detention Centers (GDPDC) and the Ministry of Justice's Juvenile Rehabilitation Directorate (JRD). This program seeks to further develop a sustainable Afghan government capacity to manage safe, secure, humane, and transparent correctional facilities in line with international standards and Afghan cultural requirements.
Main components of the program include: Training, Advisory, and Infrastructure Assistance, Security, Life, and Mission Support, IT/Communications Support, Staffing and Logistical Support.
Duties:
The PI will oversee the Project Implementation Team (PIT) based in the Washington, D.C. Metro area. He/she will full authority domestically (CONUS) to act for PAE, and will be the central point of contact for the COR and INL/AP, and will be expected to participate in weekly COR meetings. The DPM will be responsible for addressing contractual and technical programmatic issues.
The PI will rely on the Programs' SME for expert guidance on which projects and procurements are the most critical and most time sensitive.
The PIT shall interface directly with the COR and the INL/AP Program Office to ensure effective task order management.
The PI, or suitable designated alternative, will be available at all times to meet with or be called upon by INL/AP, and shall be empowered to respond to emergency situations.
Qualifications:
Must be a U.S. Citizen
Must have ability to possess and maintain a Top Secret security clearance issued by Defense Security Service.
Must have a minimum of 10 years of experience in senior management roles that includes strategic planning, program management, resource management, and budgeting.
Must have a minimum of 4 years of experience in personnel management.
Must have a minimum of 2 years of experience in managing complex, international programs of comparable scope and budget to CSSP.
Must have a bachelor's degree from an accredited institution; master's degree preferred.
Must have working knowledge and experience in managing international development and/or Rule if Law (ROL) programs preferred.
Superior interpersonal, written and communication skills, a must.
Must be willing to travel to Afghanistan and other international locations.
Corrections professional experience very strongly preferred.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
