Neighborhood Conservation Planner (part-time)

Arlington County's Department of Community Planning, Housing, and Development is looking for a motivated Planner to work part-time on its Neighborhood Conservation (NC) team!
This planner manages the process of identifying, qualifying, and implementing NC capital street improvement, beautification, and lighting projects. NC's projects are citizen-initiated and the employee in this position will be the key contact and project manager working closely with neighborhood civic association leadership to move them from completed neighborhood plans to capital project development and installation. The employee will also staff and lead the monthly Neighborhood Conservation Advisory Committee (NCAC) meetings in support of the program manager.
Specific duties and responsibilities will include:
Serving as liaison between County staff and residents throughout NC projects clarifying project scope, preparing petitions for distribution, etc.;
Collaborating with engineers from Arlington's Department of Environmental Services in preparing conceptual and final construction drawings, monitoring the active project schedule and tracking this information in the project database;
Preparing flyers for NCAC meetings and recording meeting minutes for email distribution;
Managing and coordinating with County staff to develop design plans on active projects by reviewing and reading design and engineering plans, as well as deciding on recommendations for the resolution of problems;
Anticipating problems and project impacts, particularly as they relate to trees, vegetation, and other natural obstacles;
Resolving project issues and negotiating design elements, both between neighboring residents and between residents and County staff; and
Monitoring all project construction and expenditures and closeouts.
The successful candidate for this position will be energetic and have strong verbal and written communication skills, and will be a creative and analytical problem solver, a self-starter, resourceful, willing to embrace new ideas and projects, with the ability to handle the unknown, to multi-task effectively and to work in a fast-paced environment. A passion for customer service and a proven track record of building relationships with other departments, agencies and groups are key components of this position.
Selection Criteria:Minimum qualifications: Bachelor's degree in Urban or Community Planning, or a related field, plus two years of progressively responsible professional planning experience in Urban Planning, Community/Neighborhood Planning, Capital Improvement, Project Management or related field.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in Planning or a closely related field may be substituted for one year of the experience requirement.
Desirable experience:
a) Community organizing and/or collaborative citizen participation processes;
b) Planning, implementing, and managing capital construction projects;
c) Developing and/or maintaining computerized databases;
d) Landscape design; and/or
e) Master's degree in Urban Planning or related field.
Special Requirements:Applicant will operate a county vehicle to perform required field work.
Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
Additional Information:This is a 20 hour per week position. Hours are flexible to accommodate attendance at evening and (occasional) weekend meetings.
This position is part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry salary within the band is negotiable dependent upon qualifications and experience. This position could be converted to a full time position in July of 2017 pending the outcome of the county's internal budget process.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
