Senior Manpower and Training Analyst

This position is in support of the Electronic and Cyber Warfare Division for OPNAV N2/N6. The DCNO N2/N6 organization is responsible for matters related to information, command and control (C2), networks, cyber, intelligence, space, electronic warfare (EW), and maritime domain awareness (MDA) for the Chief of Naval Operations. Candidate will be responsible for assessing programmatic requirements, reviewing EW and CW policy and strategy, validating sufficient manpower and training requirements, and ensuring Electronic and Cyber Warfare programs are programmed to an acceptable level. This will require supporting the preparation of PowerPoint presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N2/N6 government personnel in identifying, assessing, prioritizing, validating, adjudicating, and programming for Navy & Joint Electronic and Cyber Warfare capabilities and requirements. Responsibilities: Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provide primary interface with client management personnel regarding strategic issues. Coordinate all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Deliver presentations and leads client meetings. Assist with the administration of manpower and training requirements under the Division's purview. Extract, review and analyze manpower requirements inputs placed in the Total Force Manpower Management System (TFMMS), the Intelligent Workbook (IW), Program Budget Information System (PBIS), and other databases as required to assist in identification of potential and future billet investments and changes to personnel utilization, etc. Assist with the coordination and communication with Navy Manpower/Personnel community managers on behalf of the Manpower and Training Branch Head to gather workforce data and assist with analysis of MPTE requirements. Assist with analysis of division baseline billet and personnel requirements as it pertains to Training, Manpower and Education. Assist with the determination of education, training, competency and certification requirements. Coordinate integration of Workforce requirements with all Navy manpower community managers to assist in the determination of current and future training and education trends. Support the Requirements Officer (RO) liaison with Navy Workforce Education and Training institutions to ensure appropriate curricula are relevant and up-to-date. Assist with the review, coordination and approval process of Navy Training Systems Plans and Training Planning Process Methodology for systems resourced by the division. Assist in the coordination of research and development efforts to improve Navy Decision Superiority Workforce Education and Training initiatives. Assist in Officer subspecialty reviews and Navy Enlisted Classification reviews as governed by the Navy Officer Occupational Classification System (NOOCS) and Navy Enlisted Occupational Classification System (NEOCS). Provide programmatic assistance, analysis of alternatives of Manpower, Training and Education submissions to support annual Program Objective Memorandum development. Assist in providing programmatic assistance, analysis of alternatives for Manpower solutions, and training and education reviews. Required Skills: Applicants must have a minimum of 10 years related experience (with at least five of those years in a managerial capacity). Must also have demonstrated experience providing analysis, programming, and manpower training. Experience working with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems are also required. Desired Skills: It is desired that candidates have knowledge of the DoD's Total Force Manpower Management System (TFMMS), Intelligent Workbook (IW), Program Budget Information System (PBIS), and other databases assisting in the identification of potential and future billet investments. Additionally, candidate should have experience working with Navy Workforce Education and Training institutions. Previous OPNAV experience is also highly desired. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
