Principal Research Scientist: Health Informatics and Standards

Battelle's Advanced Analytics and Health Research Team is currently seeking a Principal Research Scientist - Health Informatics and Standards. This position located in Arlington, VA.
Battelle's Advanced Analytics and Health Research Team, headquartered in Columbus, OH, specializes in conducting research in the areas of healthcare quality improvement, public health, environmental health, and program evaluation for government, academic and private industry clients worldwide.
PRIMARY FUNCTIONS
The Principal Research Scientist will be knowledgeable in, and have experience working with information technology/health information technology within the context of quality measurement, clinical decision support and interoperability. This includes an understanding of existing and emerging standards related to electronic clinical quality measurement and clinical decision support. The selected candidate will be part of a team of researchers working in the field of healthcare quality and improvement, through the development, testing and maintenance of electronic clinical quality measures. Compensation will be based on qualifications and experience.
Job RESPONSIBILITIES
Participate in and lead multiple, assigned, and self-initiated research projects with minimum supervision and within time and budget constraints.
Apply multidisciplinary skills, compliance, knowledge, and project management experience to design research studies, determine the appropriate analysis methods, identify problems, and develop solutions to complex problems.
Perform highly complex assignments by compiling and evaluating design and test data, prepare technical specifications, analyze technical data to determine appropriate limits and variables for product or process specifications
Plan, organize, execute, analyze, and perform technical work; organize project resources; manage budget; project deliverables; and other related project management activities for multiple projects.
Monitor and report program commitments, obligations, expenditures, contract performance, and program status execution to include program milestones, schedule and cost, conduct related analyses, and track financial and technical metrics.
Manage stakeholder relationships through collaboration and working closely with internal and external stakeholders to communicate project data, status, and technical needs and address risk, issues, and opportunities.
Provide technical advice and assistance; review proposed solutions for technical feasibility, (White Papers, and Contract Proposals).
Support and lead preparation and submission of publishable manuscripts.
Support business development efforts, including strategic planning and monitoring of current and future business opportunities.
Prepare technical and financial information for briefings, presentations, and status reports.
Explain health information technology standards effectively in research reports and proposals.
Lead coordination of and participation in conferences and other meetings.
Occasional training and mentoring of junior staff.
Performs other related duties as required.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
Master's degree or higher in health informatics, public health, other health-related relevant field.
At least five years of professional experience in information technology, health informatics, health policy, public health, socio-medical research or related field.
Strong analytical and data interpretation skills, and ability to analyze and interpret healthcare and public health data.
Knowledgeable of health information technology certification requirements, the electronic clinical quality measure lifecycle and the standards and tools required for creating, testing, and maintaining electronic clinical quality measures.
Ability to communicate verbally and in writing and maintain effective working relationships with a broad range of operational users, technical developers and government program managers
Ability to write both concise recommendation papers, longer analytical reviews, and funding proposals.
Proven ability to work as an effective member of a multidisciplinary team.
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:
Ph.D., or DrPH in health informatics, public health, other health-related relevant field, and at least two years of professional experience.
Health informatics-related certification e.g., CPHIMS, ANCC Nursing Informatics.
Membership/participation in HL7 and/or other consensus-based standards organization
Experience working with Department of Health and Humans Services agencies, including Centers for Medicare and Medicaid Services (CMS).
Project management experience; be capable of working with diverse multi-functional teams; and have the ability to influence and collaborate with multiple stakeholders internal and external.
Experience working in healthcare environments, public health, epidemiology, and health policy.
Experience working with Institutional Review Boards (IRBs).
Excellent word processing and computer skills; familiarity with Microsoft Office software including Word, Excel, PowerPoint, as well as SharePoint and Adobe Acrobat Professional.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
