Iraq Advisor

DUTIES:
Lead the monitoring and oversight of service delivery and public expenditure component of the project.
Oversee the design and implementation of: 1, Annual political economy assessments; 2, Annual public opinion surveys; and 3, Integrating complexity aware monitoring approaches into the projects M&E approach.
Oversee capacity building for Government of Iraq provincial institutions
Launch initiatives to enhance public capacity and willingness to participate in planning, monitoring, and evaluating public services.
Oversee technical oversight and skill building of the Iraqi M&E team and also for capacity-building for local survey firms.
JOB QUALIFICATIONS:
Advanced degree in a relevant discipline.
Demonstrated experience and leadership working on relevant USAID or other donor-funded programs projects with similar missions required.
Demonstrated experience developing and implementing monitoring, evaluation, and learning (MEL) systems in a development context as well as experience in the project?s technical area.
Experience in using complexity aware monitoring tools, such as sentinel indicators, most significant change, outcome harvesting, etc.
Expertise in designing and implementing large-scale and complex public opinion surveys.
Familiarity with assessment methodologies such as political economy assessment.
Ability to meet tight deadlines and prioritize effectively, to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements desired.
Extensive experience in working effectively with a wide range of people, from ministries to secretaries.
Exposure to USAID?s managing for results approach desired.
Experience working in Iraq strongly preferred.
Proficiency in English required, proficiency in spoken and written Arabic strongly preferred.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
