ECM - Program Manager - PTS Deputy Program Lead

Overview:
The Electronic Countermeasures (ECM) Deputy Program Lead is an ECM subject matter expert who engages in all aspects of the ECM program and provides expert guidance on ECM issues. The ECM Deputy Program Lead supports U.S. Department of State ECM requirements in multiple overseas and domestic locations in potentially high-threat environments.
Primary Responsibilities:
The ECM Deputy Program Lead assists in overseeing engineering, future ECM System (ECMS) identification/development, system validation and interoperability, generation of bills of material, program logistics, fielding and sustainment of multiple vehicle mounted ECM platforms, dis-mounted ECM systems, Counter Unmanned Aerial Systems (CUAS), and purpose built ECM systems.
The ECM Deputy Program Lead will also determine the priorities of work for ECM Engineering cell. The ECM Deputy Program Lead will work closely with Protective Technology Operations, Contingency Communications Radio (CCR), Mobile Video Systems (MVS), as well as Sense and Warn (S&W;) to ensure all ECM projects and fielding performed within the Configuration Management guidelines established within Protective Technology.
The ECM Deputy Program Lead interfaces with DS senior management and Regional Security Officer (RSO) to clarify requirements and formulate a fielding plan for ECM equipment and personnel.
Supervisory Responsibilities:
Provide guidance and supervision to ECM teammates.
Education and/or Experience:
Must possess a minimum of seven years of technical experience in technical support for modern ECM systems.
Knowledge, Skills, and Abilities:
Expert knowledge of radio frequency (RF) theory, principles, and the effects of CREW systems operation in an electronic countermeasures environment.
Understanding of insurgent Improvised Explosive (IED) emplacement tactics.
Demonstrates proficiency in developing Techniques, Tactics, and Procedures (TTP?s) for deploying vehicles equipped with CREW systems based on the national, local, and immerging Remote Controlled Improvised Explosive Device (RCIED) threat.
Must be able to establish and maintain intra-organizational and external contracts.
Must demonstrate expert knowledge of ECM systems.

Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner.
Must demonstrate a good attitude and ability to work as a member of a cohesive team.

Must possess excellent writing and verbal skills.
Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint).
Certificates, Licenses, Registrations:
Must be able to obtain and maintain a US passport.
Security Clearance:
TOP SECRET Clearance Level Required
Must have a current US Government TOP SECRET Personnel Security Clearance
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.
Travel:
May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
Work Environment:
Full-time, 40+ hour week while Domestic. Overseas travel is usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 ? Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive uplift pay over basic compensation.
Living Environment: When deployed overseas lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E;).
Work Location:
The stateside work location will be in Sterling, VA and DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.
Medical Clearance:
Must be able to obtain / maintain a DoS Class 1 medical clearance.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
