INTRODUCTION
USAID advances and supports voluntary family planning (FP) programs in nearly 40 countries across the globe. As the world's largest family planning bilateral donor, USAID is committed to helping countries meet the FP needs of their people by working to ensure that women, men, adolescents, and couples in low-income countries have the means to plan whether and when to have children. USAID supports two complementary global aims 1) by 2020, to reach 120 million additional women and girls in the world's poorest countries with access to voluntary FP information, contraceptives, and services; and 2) by 2030, to meet at least 75% of demand for family planning with modern contraception in all countries. The mission of the Commodities Security and Logistics Division (CSL) is to ensure the long-term availability of a range of high-quality contraceptives, condoms and other essential health supplies for clients through public and private services.
Commodity security when clients can obtain and use essential health commodities (pharmaceuticals, medical devices, consumable supplies, etc.) when and where they need them is an essential component in the provision of health services. However, because of inadequate and unreliable supplies and ineffective health systems, many low and middle income countries are unable to maintain access to essential health commodities for people who need them, most especially the poor. USAID invests in three areas to promote its commodity security agenda: (1) the procurement, storage, and transport of donated health products to developing countries, (2) the provision of technical assistance (TA) to developing countries as they move those and other health products downstream to end clients, and (3) providing technical leadership in these areas on the global stage, in coordination and dialogue with other donors and multilateral agencies. Underlying these critical inputs is the need to strengthen the use of available data to inform strategy and decision making.
Responsibilities
In the course of its work, the CSL Division produces and/or receives millions of global level and/or country level transaction records related to supply chain operations and management of public health commodities. Data include purchases, shipments, inventory, forecasts, supply plans that cut across thousands of products, hundreds of suppliers, and over forty developing countries. There is a host of other industry, global and country data available as well. This exciting opportunity is for the right candidate with strong skills in big data management, governance, and analysis, an ability to create intuitive visualizations, and the interpersonal skills to integrate detailed information into the workflow of an organization.
As a Senior Supply Chain Analytics Adviser, this position will be instrumental in identifying opportunities for continually improving the effectiveness and efficiency of USAID's $1B a year supply chain. This position goes beyond just big data analysis, although the candidate must be a top notch analyst. The candidate will build support for ideas, coordinate cross-functional teams to drive change, and be at the forefront of shifting USAID processes and culture to be more fact-based, strategic, and results-oriented. The candidate will have a design-focused perspective and relish the opportunity to make creative adjustments to systems and processes in contexts with a range of constraints. The candidate is a seasoned professional who can command respect from others and have the ability to continuously sift through fine details to see patterns, trends, and insights that matter. The candidate must spur others towards a shared vision, and have the discipline to see the vision through to execution.
Specific tasks may include, but are not limited to the following:
Supply chain continous improvement: Be responsible for identifying and driving implementation of the most impactful, achievable improvements in USAID's supply chain. Scan all aspects of product selection, through forecasting, procurement, transport, inventory, process design, etc. and focus CSL on going after what is most important.
Conduct and coordinate data analysis: Coordinate critical data analyses to provide insights and recommendations to inform and influence strategies and decisions made by CSL and USAID's Global Health Supply Chain Program. This includes review of analyses done by intern(s) and other CSL team members that the position supports. It also includes overseeing relevant work done by USAID supply chain contractors.
Design of data collection systems and processes: A large part of the challenge with analysis in the international development context is around poor data quality, antiquated systems, and sensitivity around sharing certain data. The candidate will play a critical role in identifying the most important pieces of data needed and working with a broad array of groups to ensure the systems and processes are being put in place to capture such data.
Support data for decision-daking within USAID Missions: Where USAID country missions express interest, this position will work with missions to capture, analyze and utilize supply chain data in their national context.
Support to BI&A Platform: Support USAID's Global Health Supply Chain Business Intelligence and Analytics project to collect, analyze and make available useful supply chain and commodity data. Help ensure that the BI&A platforms meet user requirements, are user-friendly, and are developed in a cost-effective manner.
Participating as a member of CSL: This position will also be expected to participate as an active member of the Division, participating in Division meetings, backstopping support to a couple of countries, and other coordination and bureaucratic activities.
QualificationsMaster's degree or higher in supply chain management, industrial engineering, business, information systems, computer science or other relevant field.5
years experience in a professional setting using analytical tools such as Excel, querying relational databases such as Access/MySQL, Tableau, R, Llamasoft Supply Chain Guru, etc.Demonstrated experience with supply chain analytics (ex: network/transport optimization, balanced scorecard creation, forecasting, inventory simulation, etc.).Demonstrated ability to derive strategic, executive insights from detailed analysis and drive positive change across an organization accordingly.Entrepreneurial and self-motivated problem-solver with proven ability to work independently, contribute to and lead teams, and establish effective relationships among a wide range of partners.Strong emotional intelligence, with the ability to listen well and communicate complex concepts to executives as well as entry-level staff.Ability to travel some internationally.US citizenship or US permanent residency required.

APICS CSCP certification
Experience with MicroStrategy
Supervisory and team leadership experience

Clearance
At a minimum, a Facilities Access clearance is required for this placement.
