Summary:
The position is located in Arlington, Virginia supporting the Joint Improvised-Threat Defeat Organization (JIDO). JIDO counters improvised threats by rapidly developing, acquiring, and fielding counter-improvised threat equipment, technologies, and systems to the warfighter within three to twenty-four months. Applicant will provide a wide range of Engineering Subject Matter Expertise (SME) support to the JIDO JDM8 on all aspects of Counter Improvised Threat Device (C-ITD) technologies for current and anticipated programs and conduct outreach for new and innovative technologies. The position requires applicant to possess an active TS/SCI Security Clearance.
Essential Job Functions:
Provide recommendations to JIDO leadership on investment opportunities in C-ITD capability development to reduce known and previously unrecognized capability gaps in this area and to help meet validated requirements, including co-authoring development plans.
Present organized analytical assessments to the DM8 program integrators and DM8 leadership that identify potential initiatives for JIDO to consider. The initiatives may improve current JIDO efforts, take advantage of technological opportunities, improve the understanding and-or evaluation of complex issues, or improve policy development, decision-making, management, or administration for the DM8's contribution to the JIDO mission.
Provide technical advice, feasibility analysis, and products necessary for the implementation of approved initiatives, including conclusions and-or recommendations that are supported by data, analysis, and operational relevancy.
Assist in planning, coordinating, and directing C-ITD technical activities.
Provide technical expertise in all C-ITD investments and maintain awareness of current scientific and engineering developments within the national and international technical communities in the following areas:
Robotics including Unmanned Aerial Systems (UAS);
Systems Engineering;
Multi-sensor data exploitation;
Radar;
LIDAR;
Traditional and modern signals SIGINT sensors and exploitation
Machine Learning from sensor data
Electro-optical/infrared (EOIR) direction methods and technologies
Support JIDO at all appropriate briefings, seminars, conferences, workshops, colloquia, and other working groups to document the C-ITD technology needs, developments, requirements, and studies, and present technical contributions resulting from JIDO investments.
Keep abreast of advanced technology, concepts, and trends to discover initiative solution candidates for use by JIDO and keep the DM8 team informed on solutions within their field of expertise.
Co-author peer reviewed publication submissions to journals, conferences, workshops, and colloquia on relevant technical contributions achieved from JIDO investments in C-ITD and related technical capability developments.

Education:
Required:
Master's degree(s) from a department with ABET (www.abet.org) accredited degree in Electrical, Mechanical, Aerospace, Systems Science and Mathematics, Systems Engineering, Physics, or Material Science.
Desired:
Ph.D. or D.Sc. ABET accredited degree(s) in Electrical, Mechanical, Aerospace, Systems Science and Mathematics, Systems Engineering, Physics, Applied Physics, or Material Science.
Interdisciplinary science/engineering degrees will be considered.
Current or previous Professional Engineer (PE) certification.
Supervisory Tasks:
Must have an active Top Secret Sensitive Compartmented Information (TS/SCI) clearance to be considered for this position
10 years of professional experience required
Desired experience in counter improvised threat defeat (C-ITD), counter improvised explosive device defeat (C-IED), Asymmetric Warfare (AW), or counter-insurgency (COIN) technology development.
Desired experience in defense acquisition and program management and Defense Acquisition University (DAU) training in Program Management, and one of the following: Information Technology, Engineering, Science and Technology Management, or in predecessor certification course curricula.
Desired experience in Robotics system development, analysis, or modeling.
Desired academic and-or professional experience in two or more of the following:
1.Robotics including Unmanned Aerial Systems;
2.Systems Engineering;
3.Multi-sensor data exploitation;
4.Radar;
5.LIDAR;
6.Traditional and modern signals SIGINT
7.Machine Learning from sensor data
8.Electro-optical/infrared (EOIR) direction methods and technologies
Desired experience integrating human factors engineering assessments with capability development experience.
Desired experience is required in leading technology development from low (3-4) technology readiness level (TRL) to TRL 6 and 7 for transition to programs of record (PoRs).
Desired detailed knowledge of military and intelligence community (IC) organizations, operations, and decision-making process.
Required mastery in use of personal computers with extensive experience using Microsoft Office Suite and web-based applications.
