JOB TITLE: Program Manager

LOCATION: National Capital Region (NCR)
REPORTS TO: Program Manager
FLSA STATUS: Regular Full-Time Exempt
SUMMARY: SABG is hiring a Program Manager to provide program management support for the Army National Guard, (ARNG) National Capital Region (NCR), Directorate of Information Management (DOIM).
ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
Management and oversight of all activities performed by contractor personnel, including subcontractors such as:
  • Service Portfolio Management
  • Service Level Management
  • Service Catalog Management
  • Capacity Management
  • Availability Management
  • Supplier Management
Act as primary point of contact to provide management, direction, administration, quality control, and leadership for the SABG team. May include:
  • Continual Service Improvement (CSI)
  • Service Strategy
  • Financial Management/Activity-Based Costing
  • Service Design

Schedule meetings, provide technical deliverables within the approved delivery schedule, establish and maintain the Project Management Plan (PMP). Deliverables include:
  • IT Service Management (ITSM)
  • IT Service Continuity Management and COOP
  • Cyber/Information Security
  • Technology Planning
  • Responsible for Performance Management, Accounting for Contractor Manpower Reporting, and Coordinating the Project Kickoff meeting
  • Provide Daily, Weekly, and Monthly Program Status Reports, and convene Technical Status Meetings
  • Prepare the PMP and trip reports as well as update Baseline QCP
  • Coordinate overall transition-in upon contract award

SUPERVISION: Some supervision requirements
MINIMUM QUALIFICATIONS: Program Manager must have an active Project Management Professional (PMP) certification, five years of relevant IT experience, ITIL Intermediate certification, and Information Assurance Management (IAM) Level III certification.
EDUCATION AND/OR EXPERIENCE:
  • Bachelor‚ s degree in a relevant field of study. Relevant fields include: Computer Science, Information Systems, IT, Cybersecurity, Statistics, Business Administration, Systems Engineering, Computation Science, Computer Engineering, Electrical Engineering, Data Analytics, Information Security and Assurance, Mathematics, Software Engineering, and Telecommunications.
  • An active Project Management Institute (PMI) Project Management Professional (PMP) Certification is Required
  • A minimum of five years of relevant Information Technology experience is required
  • An ITIL Intermediate Level Certification is required
  • Information Assurance Management (IAM) Level III certification (CISSP, CISM, GSLC or higher certification) required
  • Active PMI Program Management Professional (PgMP) certification highly desired
  • Experience Managing, as a PM, a Federal Government IT project and providing CSI, and managed IT services highly desired
  • Experience managing a Federal Government IT cost-type contract for services highly desired

COMPUTER SKILLS:
  • Skilled in operating a personal computer and standard office equipment
  • Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MS Office: Word, Excel, Outlook, PowerPoint)

CLEARANCE: Must possess or be able to obtain and maintain a DoD Secret security clearance

LANGUAGE SKILLS: Ability to read, analyze, and interpret governmental regulations. Ability to write reports, business correspondence, and/or procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
