Overview Open & closing dates Opening and closing dates09/16/2020 to 09/29/2020 Service Competitive Pay scale & grade GS 14 Salary $121,316 to $157,709 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThis position is located in the Bureau of Overseas Buildings Operations (OBO), Planning and Real Estate Directorate (PRE), Office Strategic Planning (OSP), Knowledge Management Division (KMD).
The incumbent performs work and serves as a Lead Program Analyst, responsible for providing leadership to the Real Property Application (RPA) team, advising and assisting higher level management and other OSP staff on OBO planning actions for OBO's worldwide design and construction program.
ResponsibilitiesExpert, advisor, and lead on database systems, Computing techniques, reporting tools, methodology, programming, functional and technical specifications, dashboards, data visualization, and technical advances in business intelligence software.
Exercises management oversight over the development and implementation of the RPA program, working closely with posts and other United States Government (USG) agencies to ensure that the data is accurate.
Manages the submission of the Department's Federal Real Property Profile (FRPP) to the General Services Administration (GSA) through the coordination of data collection from various OBO offices and US Agency for International Development (USAID).
Communicates to team members the assignment, project, problem to be solved, actionable events, milestones, and deadlines for completion.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in developing project plans that identify work to be done, the scope of the project and millstones, and deadlines for project completion.
Experience meeting and dealing with officials at all levels to interpret issues, negotiate and resolve differences.
There is no substitute of education for specialized experience for the GS-14 position.
