NO-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties:
(1) Developing, interpreting, and presenting of budgetary policies and practices in support of the organizations plans, programs, activities, and regulations; (2) Reviewing and evaluating civilian payroll / manpower budget requests; (3) Controlling and reporting of all expenditures; (4) Recommending plans to be most cost efficient with civilian payroll / manpower; and (5) Advising on effective and efficient methods for the use of funds to support the organization's programs. NO-04 (Full Performance Level):

(1) Overseeing, analyzing, and approving the development of budgetary policies and practices in support of the organizations plans, programs, activities, and regulations; (2) Developing and implementing cost efficient plans for civilian payroll / manpower; (3) Allocating and approving expenditures; and (4) Developing, implementing, and presenting more effective and efficient methods for the use of funds to support the organization's programs.
