Program Analyst

This position is located in the Diversion Control Division, Diversion Planning & Resources Section, Diversion Value Analysis Unit (DPAV), Arlington, VA. The incumbent will perform the following duties:
Reviewing and analyzing complex work programs to include short-range and long range program plans and processes. Determining appropriate methods for conducting surveys, studies and analyses of workload and work hours. Researching and coordinating time essential staffing plans, acquisition strategies, collection and obligation projections, trend analysis, risk assessment, and other key analysis and documentation for management officials. Advising senior officials on policy, regulations, and program developments. Formulating research studies. GS-11:
Must have one (1) year of specialized experience equivalent to at least the GS-09 level or pay band in the Federal service that includes performing the following duties:
evaluating the effectiveness and efficiency of a program; researching and applying regulations and guidance; performing data analysis to identify trends; and advising management on issues. OR SUBSTITUTION OF EDUCATION FOR
Experience:
The experience requirement for the GS-11 level may be met by a Ph.D. or equivalent doctoral degree or three (3) full academic years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINING EDUCATION AND
Experience:
Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-12:
Must have one (1) year of specialized experience equivalent to at least the GS-11 level or pay band in the Federal service that includes performing the following duties:
developing detailed plans, goals and objectives for long range implementation; performing qualitative and quantitative program evaluation to determine compliance with rules and regulations; researching and preparing written analysis; and advising management on the resolution of problems. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
