Program Analyst

This Program Analyst position is located in the Operational Risk and Case Studies Branch, Requirements and Capabilities Analysis (RCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes program data to assess security risks posed by adversaries in various scenarios, and evaluating the effectiveness of proposed countermeasures. Reviews and evaluates assigned program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. This includes continuous review of periodic progress reports, special reports, correspondence, etc., from other government agencies and activities, and functional elements. Applies a wide range of qualitative and quantitative methods for the assessment of the programs, and identifying areas needing special emphasis or improvement. Analyzes existing policies or practices to identify any inconsistencies and recommends practical solutions. Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Formulates analytic projects and recommending criteria for the evaluation of operational programs for their ability to meet mission requirements. Develops and recommends project deadlines and required resources to execute projects. Provides advice and assistance to staff with respect to current status, current and long-range project objectives, plans, policies, broad project problems, etc., to assist in making management decisions leading to improved planning and operation. Provides support in managing, planning, budgeting, execution, control and evaluation activities in terms of program funding. Establishes methodology and procedures for compiling, consolidating, reviewing, analyzing, tracking and editing the program work requirements, budgets, and related documentation necessary to develop plans. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues, and make recommendations affecting the major programs. Attends meetings, briefings, monthly program reviews, etc. and responding directly to issues or providing explanations/comments on issues discussed. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. This position is also being announced through Public (US Citizens) procedures under Announcement #HQ-OS-RCA-20-772330-P. Candidates who wish to be considered under both Public (US Citizens) and Government-Wide procedures must apply to both announcements. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Gathering, assembling and analyzing data and drawing conclusions to complete research/statistical studies and reports; AND Providing support for program activities (e.g., monitoring and tracking budgets, expenses, general program records, and timelines); AND Communicating with external and internal stakeholders to provide program guidance and resolve program issues. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Conducting research, studies or analyses to evaluate program efficiencies and develop and recommend solutions for operational improvements; AND Providing advice and guidance to management on program and risk management strategies that impact program operations; AND Performing studies and analyses to make recommendations for long-range program planning. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. National Service Experience (i.e., volunteer experience):

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
