Construction Management Specialist

Position Information Arlington County's Department of Environmental Services (DES) is hiring a Construction Management Specialist to join the Construction Management Section of their Engineering Bureau.
The Engineering Bureau provides full-scale, in-house surveying, design, and construction management services for capital improvement projects.
The Construction Management Specialist will be responsible for managing multiple complex urban infrastructure construction projects which have competing interests and manage a budget of $25,000 to $20 million.
Specific duties include:
Reviewing and interpreting construction drawings and specifications for urban infrastructure projects;Administering and interpreting construction contracts;Conducting pre-construction, progress and stakeholder meetings and preparing meeting minutes;Performing field inspections and coordinating tests to ensure contractor compliance with contract documents;Monitoring construction progress, reporting contractor activities, identifying and resolving construction issues, and analyzing construction schedule updates;Preparing daily reports, documenting installed quantities and responding to general inquiries;Analyzing and processing change orders and payment requests;Coordinating project work with utility companies, affected businesses, residents, community groups, and other stakeholders;Monitoring and enforcing safe working conditions and ensuring compliance with environmental regulations; andAdvising, training/instructing, monitoring, and approving recommendations of construction inspectors performing daily inspection of project sites.
The successful candidate will have exceptional customer service skills and communicate effectively with a wide range of stakeholders including contractors, laborers, engineers, managers, planners, and citizens.
Selection Criteria Minimums:
High school diploma or completion of technical school in civil engineering, construction management or related field, plus progressively responsible experience in urban infrastructure construction projects, including administering/inspecting construction contracts, and/or enforcing compliance with ordinances, codes, plans or specifications.
Substitution:
A bachelor's degree in civil engineering, construction management, or a related field can substitute for up to one year of the experience requirement.
Desirables:
Preference may be given to candidates with a bachelor's degree in related field, plus experience in one or more of the following:
Maintaining records, files, or field books on construction projects;Survey or construction engineering related to urban infrastructure construction;Training in the interpretation of multi-modal roadway, storm water, and/or dry and wet utilities plan; andConstruction quality control and field testing.
Possession of one or more of the following Certifications/Licenses:
Professional Engineer (PE) license in Virginia or state with reciprocity;Engineer in Training (EIT);E Inspector;VDOT Asphalt and Concrete Field;VDOT Pavement Marking;VDOT Soils and Compactions;Nuclear Safety Certification; andACI Field Testing Technician.
Special Requirements This position will require travel around Arlington County for various meetings and field inspections.
Applicant must possess, or obtain by time of appointment, a valid Driver's license, or be willing to use alternative means of transportation.

The position requires field work in an environment that includes exposure to varying conditions such as severe weather, noise, odors, dust, and dirt etc.
Additional Information Work hours:
Monday through Friday, 8:
00 am to 5:
00 pm, with flexible hours.
Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.
Special Pay Program:
Employees in this class participate in a pay-for-performance broadband program for Construction Management Specialists.
The pay program includes one broad pay band, encompassing several pay grades linked to the County's regular pay plan.
Employees progress through the pay band as they acquire experience and skills and use them effectively on a regular basis.
Movement through the Construction Management pay band is based on:
1) the scope and complexity of work performed; 2) the autonomy exercised in completing assignments, providing effective recommendations, and making decisions; and 3) the performance of the individual.

Permanent, Full-Time AppointmentsAll jobs are permanent, full-time appointments unless otherwise stated in the announcement.
The following benefits are available:
Paid Leave :
Vacation leave is earned at the rate of four hours biweekly.
Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service.
Sick leave is earned at the rate of four hours biweekly.
There are eleven paid holidays each year.
Health and Dental Insurance :
Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization.
A group dental insurance plan is also offered.
The County pays a significant portion of the premium for these plans for employees and their dependents.
A discount vision plan is provided for eye care needs.
Life Insurance :
A group term policy of basic life insurance is provided at no cost to employees.
The benefit is one times annual salary.
Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement :
The County offers three vehicles to help you prepare for retirement:
a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).
The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.
You contribute a portion of your salary on a pre-tax basis to this plan.
General employees contribute 4% of pay; uniformed public safety employees contribute 7.
5% of pay.
Employees become vested in the plan at five years of service.
The County also contributes to this plan.
For general employees, the County also contributes 4.
2% of pay to a defined contribution plan (401(a)).
The County also matches your 457 contribution, up to $20 per pay period, in this plan.
The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.
New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.
They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
