Senior Labor Cost Control Accountant

This role is responsible for the overall reconciliation and labor allocation to the Deltek Costpoint project structure.
This position is also responsible for ensuring through internal audits, legal reports, and personal interactions that Magellan Federal payroll is consistently monitored to ensure compliance with government regulations for the Service Contract Act population.
Review all new wage determination and union agreements to gain an understanding of fringe benefit requirements and how they apply to each contract.
Process fringe benefit calculations and verify accuracy and contractual compliance.
Process timesheets and review labor calculations for compliance with federal and state labor laws, as well as project contract requirements.
Record all non-labor payroll expenses in Costpoint to the correct project codes and general ledger accounts.
Submit timely wage files to corporate payroll for processing and work with senior payroll specialist to review and correct variances.
Review and post labor to the general ledger and work with accounting team to reconcile the accrued wages accounts.
Administer paid leave benefits by accurately assigning leave codes to employees, updating leave codes when necessary, identifying required leave payouts, and auditing leave codes assigned to employees on a regular on-going basis.
Reconcile employee leave balances between the Time and Labor each period, make necessary adjustments, process leave accruals, and reconcile general ledger leave accrual accounts.
Research, document, and respond to internal and external audit requests as well as assist with reconciliations.
Stay abreast of and comply with applicable internal policies and procedures:
Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP) and contractual requirements.
Other Job Requirements Responsibilities Deltek Costpoint experience preferred.
Federal accounting and/or project level accounting experience preferred.

years of accounting experience including advanced General Ledger reconciliation experience.
Bachelor's degree required.
May consider candidates with 5
years of accounting experience plus 3
years of federal labor cost control accounting experience in lieu of degree.
Payroll experience with an understanding of federal and state labor laws.
Highly organized with attention to detail.
Intermediate to advanced Microsoft Excel Skills.
Effective communication skills and interpersonal awareness.
