Cape Fox Federal Integrators (CFFI) is seeking a Senior Human Capital Analyst to support the Office of Naval Research (ONR).
This position is contingent upon contract award.
Hours of Operation:
ONR's core business hours typically begin between the hours of 6:
00 and 10:
00 AM and end between 3:
00 and 6:
30 PM Monday through Friday (Work eight hours per day with a one-hour lunch break) Core Duties:
Assist the Command Human Capital Officer (HCO) in assessing workforce characteristics and future needs based on ONR's mission and strategic plan Assist HCO in evaluating existing practices and assist developing new strategies that align ONR's human resources policies and programs with ONR's mission, strategic goals, and performance outcomes, in order to achieve ONR's goals Assist HCO in identifying best practices and benchmark successful organizations.
Specifically, look at, and assist with application as applicable to ONR, the best practices of other organizations which have successfully integrated the entirety of the workforce (to include civilian government personnel, military personnel, support contractors, Intergovernmental Personnel Act personnel, detailees, and all other employee types) into a cohesive total workforce Assist with application of methods to measure intellectual capital and incorporating that intellectual capital to improve organizational performance and growth.
Specifically, assist in the development of a rotational assignment program for government civilian employees, to encourage intellectual growth and experience Assist in the development and refinement of key ONR Human Capital activities to include training and development opportunities supporting ONR's vision and mission and implementation of the Human Capital vision Assist the HCO in defining needs or problems, conducting analysis of current human capital policies, procedures, and processes, provide expertise in the design, development, and installation of total quality systems for ONR organizations, as well as business process reengineering, performance measurement, benchmarking, and complex data analysis Assist with mentoring coordination, development, and diversity events as needed.
The Government anticipates that up to six (6) events (per year) may be scheduled Support the HCO in the development of ONR's Human Capital Strategic Plan.
Support includes the identification, evaluation, analysis and reporting of current Human Capital efforts and best practices, as well as to create, recommend and implement a cohesive Human Capital Strategic Plan for developing exceptional Human Capital initiatives.
These include attracting and developing a high caliber and diverse workforce for ONR, and reshaping ONR's relationship with their employees Assist with the development and advocate a culture of continuous learning to attract and retain employees with superior abilities Accomplish administrative tasks in support of the HCO to include, but not limited to, preparing briefings, tracking issues, planning meetings, and collaborating on status reports.
Support coordination, and participate in, the development of ONR Human Capital websites (internal website:
ONR iConnect Webpage and external website:
Navy Total Workforce Management Services (TWMS)), portals, publications, and other multi- media or information technology capabilities Assist with design and implementation of processes and capabilities for the collection of ONR Human Capital initiatives data, for providing analysis of this data to create summary reports and informational products, and for disseminating the data and analysis for various reports or when tasked with Human Capital related information requests Travel Requirements 0 - 10% Salary Grade Job Requirements
Qualifications:
Education:
Master's degree in Business Administration, or another relevant academic discipline, is preferred
Experience:
Eight (8) or more years of Human Capital analysis and support experience US Citizenship Knowledge and Skills:
Expertise assisting clients in defining needs or problems, while identifying potential solutions; in developing surveys, conducting interviews, and framing problems for analysis and decision making; and in developing feasibility and cost-benefit studies, lifecycle analyses, briefings and presentations, report writing, and post-implementation evaluations Ability to conduct analysis of current operational policies, procedures, and processes Proven experience operating in a multi-tasking, diverse, and at times, unknown and future environment, and in building consensus among many stakeholders Experience with both traditional and innovative planning, brainstorming, and analysis techniques Ability to use critical thinking and innovative ideas to challenge conventional wisdom regarding Human Capital strategy and development opportunities Strong leadership and negotiation skills with Human Capital strategy, Human Resources operations, and both government and business groups Excellent verbal and written communication, teamwork, and organizational skills Category Human Resources Location NAVY ONR Arlington, VA - Arlington, VA 22203 US (Primary)Education Master's Degree.
Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
