Construction Management Specialist (Inspections)

Position Information The Department of Environmental Services' Division of Transportation and Development is seeking a Construction Management Specialist to join its Development Services Bureau.
This professional will be responsible for overseeing the inspection and enforcement of construction activities, and the inspection of public infrastructure within the County public rights-of-ways or easements.
The Development Services Bureau regulates and oversees various public and private sector development activities that include:
reviewing of site civil design plans, land disturbing activity permits, subdivision plats, easement plats, and public improvement bonds; inspecting public infrastructure built by developers; inspecting and enforcing erosion and sediment controls and regulating storm water management activities on construction sites; and processing special exception development projects for approval by the County Board.
Specific duties include:
Inspecting various infrastructure, construction, and development projects within the County to include:
Curb, gutter, sidewalk, pavement, storm sewers, sanitary sewers, watermains, and other public infrastructure built by private sector contractors and developers to ensure compliance with approved civil design plans, State and County construction standards and specifications, and County development policies;Development projects for the purpose of accepting as-built public infrastructure for County operation and maintenance, and the release of associated public improvement bonds; andWork performed in the public-right-of-way by private sector contractors, developers and utility companies to ensure compliance with right-of-way use permits, approved plans, Maintenance of Traffic plans, E plans, State and County construction standards and specifications.
Issuing notices of violation or stop-work orders to contractors or builders performing illicit or unpermitted activities in the public right-of-way;Investigating reports or complaints associated with construction activities or uses in the public right-of-way; Meeting with citizens, contractors, builders and property owners to mitigate and resolve conflicts or problems associated with uses and activities in the public right-of-way;Participating in the departmental signoff of Certificates of Occupancy on development projects inspected; andMaintaining logs and reports of compliance and code enforcement information.
The successful employee will be skilled in interacting and communicating with stakeholders with competing priorities and interests including citizens, business owners, contractors, developers, utility companies, and State and County staff, and be adept at responding to inquiries related to projects assigned or any construction activities or issues reported both in writing and verbally.
Employees must be able to manage multiple projects of varying complexity simultaneously, work effectively with developers, contractors, utility companies, and other team members, keep organized records of investigations and assigned projects, and be adept at problem solving while adhering to compliance regulations.
Selection Criteria Minimum:
High school diploma, GED, or completion of technical school in civil engineering, construction management, or a related field, Three years of construction-related experience that includes at least one of the following areas:
Administering or inspecting construction activities related to development or public infrastructure projects; Erosion & Sediment Control (E) inspections; and/orCompliance enforcement of ordinances, codes, plans, or specifications.

Substitution:
A bachelor's degree in civil engineering, construction management, or a related field can substitute for up to one year of the experience requirement.
Desirable:
Preference may be given to candidates with experience or certifications in one or more of the following:
Associate's or bachelor's degree in civil engineering, construction management, or a related field;Dual Commonwealth of Virginia Erosion and Sediment Control Inspector Certification;Inspecting construction projects for state and local governmentDesigning, constructing, or inspecting water mains, storm and sanitary sewer systems, or other public infrastructure facilities;Working with site design plans, grading plans, street and utility plans, building permit plans, erosion and sediment control plans; and/orSurveying in establishing elevations, grades, slopes and reading cut sheets.
Special Requirements Employees must obtain Commonwealth of Virginia Erosion and Sediment Control Inspector Certification and Stormwater Management Inspector Certification within one (1) year of hire date.
The applicant must possess a valid motor vehicle operator's license from the applicant's place of residence.
If the applicant possesses a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
Additional Information Work hours :
Monday through Friday, 8:

00 pm, with flexible hours.
Special Pay Program:
Employees in this class participate in a pay-for-performance broadband program for Construction Management Specialists.
The pay program includes one broad pay band, encompassing several pay grades linked to the County's regular pay plan.
Employees progress through the pay band as they acquire experience and skills and use them effectively on a regular basis.
Movement through the Construction Management pay band is based on:
1) the scope and complexity of work performed; 2) the autonomy exercised in completing assignments, providing effective recommendations, and making decisions; and 3) the performance of the individual.

Permanent, Full-Time AppointmentsAll jobs are permanent, full-time appointments unless otherwise stated in the announcement.
The following benefits are available:
Paid Leave :
Vacation leave is earned at the rate of four hours biweekly.
Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service.
Sick leave is earned at the rate of four hours biweekly.
There are eleven paid holidays each year.

Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization.
A group dental insurance plan is also offered.
The County pays a significant portion of the premium for these plans for employees and their dependents.

Life Insurance :
A group term policy of basic life insurance is provided at no cost to employees.
The benefit is one times annual salary.
Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement :
The County offers three vehicles to help you prepare for retirement:
a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).
The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.
You contribute a portion of your salary on a pre-tax basis to this plan.
General employees contribute 4% of pay; uniformed public safety employees contribute 7.
5% of pay.
Employees become vested in the plan at five years of service.
The County also contributes to this plan.
For general employees, the County also contributes 4.
2% of pay to a defined contribution plan (401(a)).
The County also matches your 457 contribution, up to $20 per pay period, in this plan.
The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.
New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.
They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
