Industrial Hygienist

SummaryThe position is located in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Safety, Health, and Environmental Management (OBO/OPS/SHEM).
The senior Industrial Hygienist and leading authority in the safety, health and environmental management fields, with responsibility for overseeing the overseas field program, studies and program audits, as well as for providing expert technical advice on hazards associated with Department renovation and construction operations.

Prepares reports and makes recommendations to guide post actions towards hazard abatement using innovative problem solving skills that account for unique technical and cultural aspects, logistical challenges, and economic constraints.
Tracks, monitor, reviews, modifies, and approves or disapproves post health, safety, and environmental implementation plans and projects; assists office management in quality assurance of contractor activities.
Recommends new activities and strategies or adjustments to existing activities to improve overall program effectiveness.
Coordinates with other office organizations to assist in integrating changes into other aspects of the bureau program.
Travel Required 25% or less - Occasional Travel is required.
The work environment during temporary duty (TDY) overseas assignments varies from location to location.
Hazardous working conditions may be encountered while on TDY or investigating accident scenes as required.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants MUST meet the required basic entry qualification requirements described below.
BASIC REQUIREMENTS:
The education must be accredited by an accrediting body recognized by the US Department of Education at the time the degree was obtained.
Applicants must meet one of the following requirements:
A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR B.
A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR Certification from the American Board of Industrial Hygiene (ABIH).
Courses in the history or teaching of chemistry are not acceptable.
Evaluation of Education:
All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.
For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
Evaluation of
Experience:
Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness.
This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.
Such work must have involved experience in all of the following areas:
the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
Experience monitoring motor vehicle safety and implementing strategies and programs that effectively modify driver behaviors and reduce mishaps.
Experience developing goals and objectives in the environmental, safety, and occupational health fields throughout government and/or the private sector.
Experience communicating effectively with all levels of management and foreign community in order to discuss complex issues, provide guidance and defend and justify recommendations.
