Senior Accountant

Position Information Arlington County is seeking an experienced Senior Accountant to fill a key position in the Department of Management & Finance (DMF).
This position monitors and provides technical accounting expertise and support for various complex County programs, develops and maintains policies and procedures, prepares financial statements and addresses matters related to audit and compliance.
While this position will perform a broad array of accounting functions, the primary focus is on federal and state grants accounting.
The position will play a lead role in the monitoring and reporting of the County's CARES and American Rescue Act grants.
This position is in the Accounting Reporting and Control (ARC) Division of DMF.
The ARC division is led by the County Comptroller and operates within a large (approximately $1.
5 billion) complex decentralized financial environment.
The highest level of accountability and innovation is expected by the public, the County Board, County management and County staff as well as other interested organizations, such as the bond rating agencies and regulatory bodies.
Specific duties include:
Performing the accounting for the long-term debt of the County to include recording of bond issuance, refunding bond and amortization of bond premiums, notes payables, IDA revenue bonds, and capital leases;Analyzing the long-term debt transactions and reconciling the long-term liability accounts;Coordinating with the Financial Services unit, Treasurer's office, County agencies and Schools to resolve accounting issues and provide technical guidance for long-term debt transactions;Monitoring and performing technical accounting work for County agencies relating to capital and bond funds to include reviewing and approving journal entries;Ensuring financial transactions are recorded in accordance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Uniform Financial Reporting Manual (UFRM) and with all State and Federal laws;Coordinating with departments and external auditors to obtain the required information for Single Audit and producing the Schedule of Federal Expenditures (SEFA) for the annual audit;Reviewing the expenditures charged to grants for propriety and federal and state grant compliance including Uniform Guidance (UG) compliance and submitting periodic reports to grantors;Preparing the annual Indirect Cost Allocation Plan;Reviewing and approving employee expenses submitted for reimbursement through iExpense;Preparing audit deliverables and assisting in the preparation of the County's Comprehensive Annual Financial Report; andDeveloping reports in Oracle General Ledger and assisting with testing and validation of data during financial system upgrades or changes to various modules.
This highly responsible position, exercises considerable independent judgment and operates within broad policy and procedural guidelines.

County Overview Arlington is one of 39 counties in the United States to be awarded a triple AAA bond rating.
These ratings were confirmed in October 2020, with the rating agencies citing the County's conservative financial management, sizable and affluent tax base, controlled expenditure growth and moderate debt burden.
The County Government consists of 13 departments and 5 elected constitutional offices led by elected officials providing a full array of urban services, with over 3,500 employees.

Selection Criteria Minimum:
Bachelor's degree in accounting, business/public administration and professional accounting or auditing experience, either in the public or private sector.
Experience in a government setting is preferred.
Substitution:
Additional qualifying experience may substitute for the education requirement on a year-for-year basis.
Desirable:
Preference may be given to applicants with one or more of the following:
CPA and CMA licenses;Experience ensuring financial transactions are recorded and the County's CAFR is prepared in accordance with GAAP, GASB, UFRM and in compliance with all State and Federal laws;Experience with Enterprise Resource Planning Systems (ERPS) and/or large financial accounting and reporting systems and a good understanding of automated financial system controls and how they are used for financial reporting.
Experience with Oracle General Ledger;Accounting for complex long-term debt transactions, such as general obligation bonds, and capital leases, as well as operating leases;Experience with compliance and reporting state and federal grants with UG compliance;Intermediate or advanced Microsoft skills (eg excel, word, PowerPoint, SharePoint, etc.

Flexible and Telework schedules are available.
Normal working hours are generally, Monday through Friday, 8:
00 am - 5:
00 pm but may be required to work extra hours during busy times.

Salary listed above is effective July 1, 2021.

Paid Leave :
Vacation leave is earned at the rate of four hours biweekly.
Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service.
Sick leave is earned at the rate of four hours biweekly.
There are eleven paid holidays each year.

Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization.
A group dental insurance plan is also offered.
The County pays a significant portion of the premium for these plans for employees and their dependents.

Life Insurance :
A group term policy of basic life insurance is provided at no cost to employees.
The benefit is one times annual salary.
Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement :
The County offers three vehicles to help you prepare for retirement:
a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).
The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.
You contribute a portion of your salary on a pre-tax basis to this plan.
General employees contribute 4% of pay; uniformed public safety employees contribute 7.
5% of pay.
Employees become vested in the plan at five years of service.
The County also contributes to this plan.
For general employees, the County also contributes 4.
2% of pay to a defined contribution plan (401(a)).
The County also matches your 457 contribution, up to $20 per pay period, in this plan.
The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.
New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:

Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits.
