Renewable Energy Systems Engineer (US Army Office of Energy Initiatives) Category Project and Program Management Job Location Arlington, VA Tracking Code IEE 3824 Position Type Full-Time/Regular The US Army Office of Energy Initiatives (OEI) is the central management office for the business case development and execution of large-scale (>10MW) renewable and alternative energy security projects with preferred financing through private capital investment.
OEI uses existing Department of Defense (DoD) authorities, including those for power purchase agreements (PPA), enhanced use leases (EUL) and easements, to attract private capital investment.
To accomplish its mission, OEI requires contractor support in addition to support from the Department of Energy (DOE) National Laboratories, the US Army Corp of Engineers (USACE), the Defense Logistics Agency (DLA), Mission and Installation Contracting Command (MICC), US Army Environmental Command (AEC), as well as other Federal organizations, to plan, develop, and award renewable and alternative energy security projects.
Selected candidate will serve as a part of the engineering team with a focus on conducting simplified versions of Energy Security Assessments (ESA).
This will involve travel to installations and working with installation points of contact to ensure full awareness of energy infrastructure and load needs.
It will also involve interacting with some mission experts to understand how electricity needs for the installation impact the location's mission requirements.
This individual will make recommendations and advise on system development, improvements, optimization, or support efforts.
This engineer will have a broad understanding of all aspects of the field with specific expertise in electrical engineering.
Tasks include:
Assesses the energy vulnerabilities of an installation (monthly) Meetings with local installation energy experts including the energy manager, their staff, the Garrison Commander, and others involved in energy-related activities Meetings with mission owners as necessary to understand the role of energy to the mission of that installation Inspection of key energy infrastructure at the installation to determine age, quality, and vulnerability of equipment Extensive reviews of content provided for the Installation Status Reporting - Mission Capacity (ISR-MC) and Strategic Readiness Platforms (SRP) to inform security assessments Evaluates potential threats and vulnerabilities to an installation's energy assets and looks at potential emerging and currently available technologies that address those vulnerabilities Provides subject matter expert for evaluation and implementation of renewable energy (eg solar power, wind, geothermal, hydro, biomass) project opportunities that support resilience efforts Provides engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements Makes recommendations and advises on system development, improvements, optimization, or support efforts Employs modeling and simulation techniques as needed to complete energy security analyses Required Experience Successful candidate will possess at least 10 years of relevant experience; 20 years highly desired, with the following expertise:
Strong interpersonal skills to provide leadership to, collaborate and work with diverse team.
Strong analytical skills to assess viability of potential renewable and alternative energy resilience project opportunities, as part of a team of engineers and finance professionals.
Experience with design and specification of multiple large-scale renewable energy projects utilizing one or more of the following technologies:
solar power, wind, geothermal, hydro, biomass, or technologies and projects.
Experience with working with military installations and an understanding of the interplay between mission and installation energy needs.
Experience conducting site investigations to ensure complete awareness of energy infrastructure, energy load and assessment of potential threats and vulnerabilities to energy assets.
Experience assessing condition of energy infrastructure, such as age, quality, quantity, and vulnerability.
Experience collaborating with customers to identify the critical systems and determine critical load.
