Regulatory Specialist

Duties Help Duties Summary This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations and Variances (OSRV), Regulatory Development Division.
The incumbent performs a wide variety of assignments that support activities related to the development and promulgation of MSHA's standards and regulation.
This position is inside the bargaining unit Learn more about this agency Responsibilities As a Regulatory Specialist, the incumbent serves as a senior staff member of the Regulatory Development Division in the Office of Standards, Regulations and Variances and is involved in the most complicated and complex assignments relating to the development of health and safety standards, from the original determination of a need for the standard through the research and interpretation of findings stage, drafting and review stage, to preparation of the final rule.
Performs a variety of analytical and evaluative activities in support of the development and promulgation of Federal regulations.
Participates in health and safety standards development, serving as a member of several technical drafting committees charged with developing the most complicated, complex and controversial regulations.
Prepares underlying documentation for rulemakings and represents Agency in meetings with the Office of Management and Budget and at public hearings.
Works with OSRV personnel in the development of economic analysis supporting the rule.
Ensures that standards are processed in accordance with the Mine Safety and Health Act of 1977, the Regulatory Flexibility Act, the Paperwork Reduction Act, Small Business Regulatory Enforcement Fairness Act, Unfunded Mandates Act, and other applicable legislation and Executive Orders.
Prepares technically authoritative responses to a wide range of written and oral inquiries related to occupational safety and health from the public and other government agencies.
Travel Required Occasional travel - Approximately 10%.
Supervisory status No Promotion Potential 14 - This position is at the Full-Performance Level (FPL).

Qualifications Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.
The ideal candidate must have:
Development of proposed regulations, position papers, or policy guidance, that are consistent with agency goals.
Conduct research to determine if new regulations or guidance is necessary to increase the effectiveness of policies or programs.
Prepares technically authoritative responses to a wide range of written and oral inquiries.
Serves as a member or chair of multi-disciplinary teams responsible for developing standards/regulations, policy guidance or other public use documents.
Operates independently in reviewing, analyzing, and evaluating comments received from the mining community and the public The incumbent is expected to do the following:
Demonstrates writing skills during the rulemaking process by drafting portions of the rulemaking documents.
Establish and maintain cooperative working relationships with high level officials both within and outside the Agency.
Education There is no education substitution at the GS-14 level.

Estimated Salary: $20 to $28 per hour based on qualifications.
